Grad Office Application Authorization

This area of the website will eventually permit authorized users to view and edit the authorization records for the grad admissions application.

Initially authorization will be done manually by creating and updating authorization records at the SQL level. Faculty authorization should always be at least semi-automated so that office staff don't have to add and remove faculty members manually.
