CSCF Director suggested that it would not be a deal breaker to require using campus VPN

need to investigate/isolate what/where the problem is. Can we isolate to a few modules
cs442 (Programming Languages, Gregor R) course is an example of where vscode (with its multi language support modules) is very useful.
