421 upgrade testing complete

* reinstall 421 to 18.04, merge 421 into 422 cluster. Think about OS upgrades later * OS reinstall, network physical reconfig (a2brenna, dlgawley) * once 421 merged, OSDs redistributed, then snapshots * manual compaction before OSD migration
