Our evergreen approach to (budget) planning requires having expected lifetimes for various forms of equipment. Equipment life span is based upon observed or estimated times before failures start to cost non-trivial staff time and/or money. We document what we have here, along with the date for each estimate.

Lights, ceiling, walls, flooring, projectors, screens, tables and chairs are evaluated (pdf) for updating each time the IT equipment is evergreened. The Graphics Lab (MC 3007) being the exeception to this policy with it's supporting infrastructure being evaluated for updating when the Real-time lab is evergreened.
Teaching: Graphics Lab (MC 3007) Virtual Reality Displays are evergreened on a 3 year cycle, Graphics workstations at a rate of 5 per year.
Teaching: Real Time Lab (MC 3018a) train engines are evergreened at one engine (or basic starter kit) per course offering, controllers at one per year and track as deemed necessary.
CSCF currently evergreens the Schools services hardware on a 6 year cycle (Lifespan=6) with a 4 year next business day on-site warranty.
Critical services applications "migrate" to warrantied hardware.
A "DFSc" private cloud storage node set is purchased every other year with only one half of their storage bays filled. One quarter of the drive bays are reserved for research space subscription drives. Towards the end of their second fiscal-year of production the last quarter of their drive bays are filled if research space subscriptions have not already required them to be populated. One of the objects is to have empty drive bays for rapid growth demands.

Once they fail after their warranty expires they're replaced rather than repaired. We have yet to have a laptop that's still considered "usable" after its three year warranty.
An out of warranty laptop is never redeployed.
In the ten plus years we've now been using LCD Monitors, it's the size increase (17" 1280x1024 resolution to 24" 1080p resolution) 24" 3k resolution) to 28" 4k resolution) and price decrease (around $200 for 24" HD LG monitor) that have been driving the desire to update, not the lifespan of the hardware.

We use tapes as single use supplies. As an archive media by the time they're available for reuse, our model of tape drive has changed and we no longer have write capability for the type of tape.
Three times the lifespan of the LTO Tape Drives (provided the I/O interfaces as still compatible)
We really don't expect the converter and transformer components to wear out. (Although efficiency may be worth factoring in on some of our older units.)
We've noticed that the power fluctuations in DC (the campus grid) are harder on batteries than the "cleaner" power from the transformer in MC 3015.
Units deemed essential are replaced as soon after their 3 year warranty expires as budget permits.
If a unit fails after its warranty expires it's replaced with a new unit.
Used units are not redeployed if the deployment expectation would cause them to exceed 5 years. Minimum redeployment period is expected to be 1 year.
