There is no monitoring of ST per-se. However the creation of new records is monitored by the MFCF Help Desk, as MFCF clients are expected to create ST records themselves (unlike CSCF clients).
The intent is to cause new record creation (for MFCF) to send email to the MFCF Help Desk "owns" a record. See ST #60564 for details of the complication that might present.
